PROBLEM TO BE SOLVED: To dissolve the problem that there is an apparatus for storing disk names, titles and pieces of acoustic effect information by every disk in the conventional audiovisual apparatus, however, it is not a recording type disk but a disk such as a compact disk, exclusive for reproduction, pieces of information by every disk are achieved by recording them in a nonvolatile memory inside the audiovisual apparatus and in such a case, the storable number of pieces of information is restricted by capacity of the nonvolatile memory. SOLUTION: A recording and reproducing device is characterized by providing an encoding means for obtaining a video object by encoding video signals and sound signals sequentially inputted from the outside of the device, a recording means for recording pieces of management information for managing acoustic effect information in an optical disk by associating them by every program, a decoding means for converting the video object recorded in an optical disk into a video image and a means for setting pieces of acoustic effect information given by every program in an acoustic effect adding device.
