PROBLEM TO BE SOLVED: To provide a system and a method for monitoring with high degrees of reliability whether the top of a vessel mast will approach the lower limit side of take-off/landing courses of airplanes, when the take-off/landing courses of airplanes in an airport and a sailing course of a vessel intersect with each other. SOLUTION: The system comprises an AIS (automatic identification system) receiving device 2 for receiving an IMO number, the present position of the vessel, and the present moving direction and speed which are wirelessly transmitted from a device of the AIS standard by TDMA method or the like; a vessel mast height database device 3, in which the IMO number and the height of the vessel mast are associated and stored, and can be retrieved; a sea-level height output device 4 for outputting the height of the sea-level near the take-off/landing courses of airplanes; and a controller 1 for calculating the position of the top of the vessel mast from the height of the vessel mast, retrieved by the vessel mast height database device 3 from the IMO number received; and the sea-level height, for estimating a future position of the vessel from the present position, and the present moving direction and the speed, and for determining whether the top of the mast will approach the lower limit side of the take-off/landing courses of airplanes.
