<P>PROBLEM TO BE SOLVED: To facilitate processing of a separator for a fuel cell. <P>SOLUTION: The separator 25 is made up of a cathode-facing plate 22, an anode-facing plate 23 and a middle plate 24. Components (an anode system, a cathode system and a cooling system) to be provided on the separator 25 are formed by making penetrating sections that penetrate the three plates in the thickness direction. Power generating sections DA of the cathode-facing plate 22 and the anode-facing plate 23 are regions opposed to the electrodes of a membrane electrode assembly, and are formed as flat surfaces.
