<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus of a non-contact development system, easily adjusting a development gap with high accuracy and also easily applying a large development bias even when the apparatus is used in a low-pressure environment. <P>SOLUTION: Spacers 11 and 12 for setting the development gap g left from a photoreceptor 2 are fixed on a developing roller 5. As the spacers 11 and 12, elastic, flat tubes in which hollows 11c are defined and sealed are used. Each of the hollows 11c sealed is filled with a gas having a predetermined pressure.
