PROBLEM TO BE SOLVED: To obtain an optical element having small apparent pitch by layering periodical structures including grid parts. SOLUTION: Metallic grid parts 2 are arranged at equal intervals on a substrate 1 as a first layer, and spaces between grid parts are filled with fillers 3. Only grid parts 2 are arranged at equal intervals on the fillers 3 as a second layer in the same manner.
