PROBLEM TO BE SOLVED: To provide a plug-in burner having an NOx reducing combustion effect at a low cost, and exercising low smoke and dust performance during heavy oil burning while maintaining NOx reducing combustion performance during coal burning. SOLUTION: In the burner, an oil burner 6 is provided in a center portion of a mixed fluid nozzle 5 passing a mixed fluid of finely powdered solid fuel and transfer gas, one or more combustion air passages 3 and 4 are provided in an outer circumference part of the mixed fluid nozzle 5, and a core air passage 8 having a deflection hub 11 deflecting a jetting direction of core air in a burner axis direction is provided for sending the core air to an outer circumference part of the oil burner 6. Since the core air and oil fuel can be effectively mixed, combustion can be stably carried out without generating black smoke at starting of the oil burner 6, and since direct contact of oil to a wake side of a flame holder 2 can be prevented, burning of the flame holder 2 and adhesion of unburned combustibles caused by oil burning can be prevented.
