PROBLEM TO BE SOLVED: To provide an apparatus and a method for manufacturing a carrier by which the generation of burrs is prevented while sufficiently securing mechanical strength in a connecting part of leg parts to the carrier body. SOLUTION: This apparatus is a forming apparatus of the carrier with which the carrier having a desired shape is formed by bending the leg parts 3 of a base stock 1a for carriers on which a plurality of tongue-shaped leg parts 3 are radially formed on the outer periphery of the hollow disk-like carrier body 2. This forming apparatus is provided with a carrier body-inserting hole 11 into which the part of the carrier body is inserted, a die 10 having a plurality of recessed parts 11c which are formed and arranged on the inner peripheral surface of the carrier body-inserting hole 11, a carrier body-holding part 20h for holding the portion of the carrier body 2, a plurality of projecting parts 20c which are projected outward in the radial direction from the carrier body-holding part 20h and inserted into respective recessed parts of the die, and a punch 20 having leg-part receiving parts 20a which are formed in the range between respective projecting parts in the circumferential direction and in which the leg parts 3 to be bent are housed.
