A fire protection foam proportioner with a constant mixing ratio is provided. More particularly, there is provided a fire protection foam proportioner with a constant mixing ratio capable of effectively extinguishing fire by maintaining a mixing ratio of form liquid according to a change of flowing characteristics in front and back ends thereof. A fire extinguishing foam proportioner with a constant mixing rate and a variation of flowing characteristics in front and back ends thereof in a foam extinguishing system includes a low-pressure generator operated by a water inflow from an outside, and a mixing rate control metering apparatus connected to a throat of the low-pressure generator and having a fluid dynamics similar to that of the low- pressure generator.
