A coding control unit (110) selects a picture farthest from the picture which has been coded and rearranges the pictures in specific coding order. If forward motion vector is used for coding a block located at the same position with respect to forward and backward reference pictures, a mode selection unit (109) performs scaling of the forward motion vector and generates a motion vector of the block to be coded. An independent claim is also included for moving picture decoding method.
