The present invention refers to an improved composition of a coagulating agent known as IMP-CEM-2, which is formed by the combination of an organic polymer and an aluminum polychloride, the composition being useful for effluents from oil refining processes since said organic polymer has properties for breaking and separating hydrocarbon-water inverse emulsions. The polymer also improves the clarification process of the aqueous phase after liquids are discharged into diverse water reservoirs located outside the working central station which provokes a substantial ecological damage. The present composition is considered a development in the field of clarifiers and disrupters of water-hydrocarbon inverse emulsions which are mainly useful for water resulting from effluents of oil refining processes, since physical and chemical interactions with colloidal particles suspended on water are produced by the addition of small amounts of said combination, thus achieving the particles destabiliza tion. The inventive product is additionally characterized in that it facilitates the cleaning action of effluent systems due to its characteristic of simultaneously acting as a disrupter of hydrocarbon-water inverse emulsions and as a coagulant, thereby producing low amounts of muds since most of the coagulated and flocculated material tend to float. The application of said polymer combination in effluent systems of plants for performing oil refining processes allows the recovered water to comply with colour, grease, oil and suspended solid specifications required for a recycling treatment or its dischargement into rivers, seas or lakes.
