<p><P>PROBLEM TO BE SOLVED: To refer to an agricultural chemical/pest database data even in a region where communication through a portable telephone is not available. <P>SOLUTION: In a computer center 10, a DB server 11 receives JPP network data 100, and prepares a prefecture DB13. In a JA main office 20, a main office server 21 downloads the data of the prefecture DB13, and prepares a DB23 for JA main office. Then, a download terminal 25 prepares a DB27 for PDA from a DB23 for the JA main office, and downloads this to a PDA 29. In a JA branch office 30, a download terminal 35 downloads the DB23 for the JA main office, and prepares a DB33 for the JA branch office, and prepares the DB37 for the PDA from the DB33 for the JA branch office. The DB37 for the PDA is downloaded to a PDA 39.
