<p><P>PROBLEM TO BE SOLVED: To shorten a period required for a cleaning treatment for contaminated soil or the like by an organic chlorine compound utilizing action of an anaerobic microorganism. <P>SOLUTION: The additive containing an organic acid based substance and a protein based substance is used for soil and/or ground water contaminated with the organic chlorine compound such as trichloroethylene as an additive for promoting propagation of a dechlorinating fungus contributing to decomposition of the organic chlorine compound. As the organic acid based substance, an organic acid and/or a salt thereof such as citric acid and/or a salt thereof can be used.
