PROBLEM TO BE SOLVED: To provide a method and a device for manufacturing a functional liquid filled pack capable of reducing mixing of bubbles in the functional liquid, and preventing excessive heat from being applied to the functional liquid in a step of filling the functional liquid in a bag-shaped container to heat-bond the functional liquid filled pack. SOLUTION: The functional liquid 2 is filled in a functional liquid filled pack 1 with an upper ridge thereof opened and a rubber plug 1a mounted on a lower ridge thereof, the functional liquid filled pack 1 filled with the functional liquid 2 is held by a pair of tools 3 from both sides at the position below the level of the functional liquid (immediately below the heat-bond scheduling position), and the functional filled pack 1 is closed while squeezing a part of the functional liquid 2. A pair of irons 4 are abutted above, immediately above as practicable as possible, a held portion of the functional liquid filled pack 1 which is held by the pair of holding tools 3 from both sides for performing heat-bonding, the functional liquid filled pack 1 is sealed, the pair of irons 4 are separated from the functional liquid filled pack 1, and the functional liquid 2 remaining above a heat-bonded portion of the functional liquid filled pack 1 is discharged.
