PROBLEM TO BE SOLVED: To stop a steering assisting control under an optimum condition when a continuation abnormal mode enabling the continuation of steering assisting control is generated. SOLUTION: When abnormality occurs in a motor driving system, an abnormality detecting circuit 39 detects whether the abnormality is a slight abnormality caused by the abnormality of a motor current detecting circuit 38 or a serious abnormality caused by the abnormality of a motor drive circuit and an electric motor 12. In the case of the slight abnormality, an open loop control circuit 300L is selected by an abnormality steering assisting control circuit 40 to continue the steering assisting control. The vehicle state is detected according to a steering assisting force and a vehicle speed detection value, and when the state is in a stop permission region, the steering assisting control is stopped.
