PROBLEM TO BE SOLVED: To protect children from harmful contents by finding the harmful contents which are easy to access, such as advertisement e-mails of a harmful site, quicker than the children and rating them. SOLUTION: Reception reservation of an E-mail can be designated according to a decision of a portable terminal contractor (guardian). As information on reception reservation designation, presence of reservation designation, a list of transmitters who are not reserved (for example, E-mail addresses of the family), and a held time are registered to a mail server of an Internet Service Provider (ISP). Also, as information on an access to mobile contents, permission rating levels can be registered. The mail server of the ISP checks if an URL is included in the main text with respect to E-mails to be reception reservation designation objects and, when it is included, sends the URL to a rating institution while reserving distribution to a portable terminal during a designated held time.
