PROBLEM TO BE SOLVED: To enable control from a viewpoint of whether or not normal driving operation is performed, without generating a traveling state such as inducing failure, in operation of an industrial vehicle. SOLUTION: A travel command detecting means 36 detects a state of generating a travel command of the vehicle. A braking command detecting means 37 detects a state of generating a braking command of the vehicle. A simultaneous operation detecting means 42 detects a simultaneous operation state of simultaneously generating both the travel command and the braking command on the basis of a detecting result of the travel command detecting means 36 and the braking command detecting means 37. A simultaneous operation quantity calculating means 43 calculates a simultaneous operation generating quantity being a value for indexing a degree of a generating state of the simultaneous operation state on the basis of a detecting result detected by the simultaneous operation detecting means 42.
