PROBLEM TO BE SOLVED: To provide an information providing system capable of charging according to a degree of usage when a contractor saves and repeatedly uses information provided by an information provider.

SOLUTION: An information provider X1 distributes information to be provided after adding charge reference data to the information. A contractor A4 is provided with an information server 10a and a user terminal 20a. A receiving part 101a for X in the information server 10a receives the information distributed by the information provider X1. An information recording part 110a saves the information received by the receiving part 101a for X. A charging part 103a for X calculates a usage fee of information based on the charge reference data added to the information every time the information saved in the information recording part 110a is transmitted to the user terminal 20a. A data saving part 112a saves the usage fee calculated by the charging part 103a for X.
