PROBLEM TO BE SOLVED: To reduce the number of data blocks belonging to the same error correction codeword, even with respect to two-dimensional burst errors, where errors occur over a plurality of channels. SOLUTION: When the data blocks (C1 codewords), which belong to one of 16 error correcting codewords (RS product codewords) coded by error correction codes, are distributed to 16-channel recording tracks, entire 16 data blocks continuing in the direction of a data array in the recording track or in the row direction of recording tracks crossing the direction of the data array belong to different error correction codewords on 16 recording tracks. The coded data are distributed to each recording track so that coding data existing in a region, where three continuous data blocks in one recording track, occupy over the four continuous recording tracks, or over a region where four continuous data blocks in a single recording track occupy over the three continuous recording tracks, so as to belong to all different error correction codewords.
