<P>PROBLEM TO BE SOLVED: To provide a degranulation inhibitor expressing continuous protection effect of skin and hair from inflammation damages caused by stimulants in the environment such as UV rays, house dusts and the like owing to having action suppressing release of chemical mediators from basophilic leukocytes and mast cells and inhibition action for generating inflammation-associated prostagrandin E2, while having little stimulation to the skin, excellent in living body stability and useful as an additional raw material for the skin preparation for external use, and provide a skin preparation for external use containing the degranulation inhibitor and protecting the skin from damages caused by oxidation reactions and maintaining or improving the skin in healthy and youthful conditions. <P>SOLUTION: The degranuration inhibitor contains an extract of a plant belonging to the genus Tabebuia, Bignoniaceae as an effective ingredient.
