<P>PROBLEM TO BE SOLVED: To provide a private card issuing system simultaneously satisfying a demand that a customer 3 without credit or having low credit score possess a private card such as a credit card, and a demand that a financial institution 6 such as a bank desires to enlarge a constituency without risk. <P>SOLUTION: In this issuing system 2 for the private card, a terminal 30 of the customer 3, an intermediary institution side terminal 40 installed in an intermediary institution 4, a financial institution side terminal 60 installed in the financial institution 6, a credit educational institution side terminal 70 installed in a credit educational institution 7, and a guarantee institution side terminal 80 installed in a guarantee institution 8 are connected to each other via a network.
