<P>PROBLEM TO BE SOLVED: To provide an image encoding device for acquiring a superior image with small distortion at high speed when an image is subjected to encoding processing with an encoding amount which does not exceed a target value. <P>SOLUTION: In an encoding processing unit 115, encoding amount restricting processing is used in combination with encoding amount canceling processing so that the encoding amount is reduced to an extent in which deterioration in image quality is not conspicuous in the encoding restricting processing. Then, even if the previous prediction of the encoding amount fails, the generation of block distortion caused by the encoding amount canceling processing can be reduced, and the deterioration of an image can be restricted while a size after encoding can be kept at a prescribed level or below. <P>COPYRIGHT: (C)2006,JPO&NCIPI |
