<p><P>PROBLEM TO BE SOLVED: To improve reliability in response diagnosis by evaluating whether response diagnosis of a variable valve timing device functions normally or not. <P>SOLUTION: A pseudo-engine rotation speed signal and a pseudo-cooling water temperature signal used in computation of a target advance value and a pseudo-actual advance value signal for indicating response delay characteristic are generated by a checker 121. An engine control unit 48 in which a pseudo-signal is inputted computes the target advance value based on the pseudo-engine rotation speed signal and the pseudo-cooling water temperature signal and performs response diagnosis based on correlation of the target advance value and the pseudo-actual advance value signal.
