PROBLEM TO BE SOLVED: To provide a medium feeding and delivering device equipped with a power intermitting mechanism for intermitting power which is hard to remove by either an external force or a reactive force, and can intermit the power in either of the normal direction or the reverse direction when required, and to provide a recording device equipped with the feeding and delivering device, and a liquid jetting device. SOLUTION: Power is intermitted by engaging or disengaging a clutch cover 174 by bringing the clutch cover 174 into contact with or separating from the clutch gear 175, and the claw section of the clutch cover and the engaging section of the tooth section of the gear are formed so as to become a two step constitution for normal and reverse rotations. Also, a force which is applied to the engaging surface works in the engaging direction between the clutch cover 174 and the clutch gear 175. Therefore, even when a strong external force is applied from a cam follower 73 or the like, the engaging section is prevented from being separated, and tooth skipping can be suppressed.
