PROBLEM TO BE SOLVED: To provide a device for producing reduced water, which has a comparatively simple constitution and from which reduced water whose ORP (oxidation-reduction potential) is lowered without changing the pH so much can be supplied efficiently. SOLUTION: This device for producing reduced water is provided with: a water injecting port 1 for injecting water, a water withdrawing port 2 for withdrawing water; and a structure 3 which is arranged on a route between the water injecting port and the water withdrawing port and includes a water-passable substance having a photocatalytic action. As a result, a very small amount of trihalomethane, hypochlorous acid or the like contained in water can be decomposed by a photocatalyst without electrolyzing water.
