PROBLEM TO BE SOLVED: To effectively prevent marine organisms, such as a mussel, attaching to a house cooling water cooler in a power plant etc. without using chlorine or the like. SOLUTION: Seawater flowing through the house cooling water cooler 1 in the power plant and cooing house cooling water is temporarily stopped, and made to stay in the house cooling water cooler 1. Meanwhile the house cooling water is made to flow continuously and intermittently to give heat of the house cooling water to water staying in the house cooling water cooler 1, which increases the temperature of the water to weaken the marine organisms attaching to the inside of the house cooling water cooler 1. It is preferable that the temperature increase is carried out by giving the heat after stopping the seawater flowing through the house cooling water cooler 1 and displacing the seawater with fresh water.
