PROBLEM TO BE SOLVED: To provide a system for providing congestion information for determining the traffic congestion circumstances without necessitating to set any special facility for collecting traffic congestion information such as a vehicle sensor or the like. SOLUTION: A navigation device mounted on a vehicle calculates a traffic congestion reference speed from the limited speed of a road included in map information at the predetermined rate. Then, the traffic congestion deciding means of the navigation device compares the change of the current location of a vehicle per a predetermined time with a traffic congestion reference speed, and when the traveling of a vehicle is slower than the traffic congestion reference speed, decides that the traffic congestion has been generated, and prepares first traffic congestion information. The information is transmitted to a traffic congestion information distributing means, and the traffic congestion information distributing means stores the first traffic congestion information transmitted from each vehicle in a traffic congestion information database as second traffic information for each road, and distributes the second traffic congestion information to the navigation device of each vehicle.
