PROBLEM TO BE SOLVED: To facilitate intra-pipe airtightness inspection or gas replacement for a gas meter even if the pipe joint of existing piping is not a universal joint when changing the gas meter. SOLUTION: Gas replacement or airtightness inspection for a new gas meter 1N is performed with a secondary pipe port 3 unconnected to a secondary pipe joint 8B. In performing the gas replacement for the gas meter 1N or the intra-pipe airtightness inspection, a second cap member 30 is mounted on the pipe port 3, with the cap member 30 equipped with an inner valve and a cap part 40. The inner valve is formed into a semi-annular shape and formed so as to be attachable to and detachable from the pipe port 3. A cap part 40 equipped with a joint part 43 is screwed to a peripheral surface of the inner valve to unify the cap member 30 therewith. The cap member 30, a plug member 10 mounted on the pipe joint 8B, and a measuring instrument 51, are piped with a hose 52 to perform gas replacement in the gas meter 1N and intra-pipe airtightness inspection.
