PROBLEM TO BE SOLVED: To provide an aqueous gelatinous composition excellent in long term stability without using a conventional gelling agent, without forming coagulation even on blending an inorganic pigment and having a good use feeling, and an aqueous gelatinous cosmetic containing the same. SOLUTION: This aqueous gelatinous composition obtained by incorporating leaf-shaped silica secondary particles having a self film-forming property and formed by orienting thin plate primary scaly silica particles with their surfaces in parallel each other and overlapping by a multiple number and at least one of gelation-accelerating component selected from the following components (a) to (d), and gelling is used. By blending the aqueous gelatinous composition, the aqueous gelatinous cosmetic having the good use feeling is provided. (a) A nonionic surfactant dissolvable in an aqueous medium, (b) An amphoteric surfactant dissolvable in the aqueous medium, (c) A cationic surfactant dissolvable in the aqueous medium and (d) An acid dissolvable in the aqueous medium.
