PROBLEM TO BE SOLVED: To provide a road surface cleaning vehicle and a road surface cleaning method capable of removing dust entering the inside of a drainable pavement without using any rotary brush. SOLUTION: The road surface cleaning vehicle cleaning the road surface of the drainable pavement 9 is equipped with a flat plate 2 extended to the bottom of a vehicle in the direction in front and behind of the vehicle by facing the road face, at the same time, provided so as to increase the velocity of the blowing wind flowing along the bottom of the vehicle and a suction means 3 making suction of the dust together with air from the rear end section of the flat plate 2. The flat plate 2 is parallel with the road surface and has a horizontal section 2C provided downward from an axle of a front-wheel 7 and a back-wheel 8 and opening sections 2A and 2B opening a forward space of the horizontal section 2C provided to a position higher than the horizontal section.
