PROBLEM TO BE SOLVED: To provide a cargo fastener capable of ensuring the locking to a belt. SOLUTION: A buckle 40 is a cargo fastener comprising both side plates 41 and 41 which are fixed side by side to each other while a long hole 43 extends symmetrically to another close to one ends 411 and 411, a movable bar 50 with both ends thereof movably mounted along the long hole 43 of both side plates 41 and 41, a first locking bar 60 which is fixed parallel to the movable bar 50 with a first space 100 formed therebetween, and capable of holding a belt 30 passed through the first space together with the movable bar 50 when the movable bar 50 is brought closer thereto and the first space 100 is reduced, and a second locking bar 70 which is fixed parallel to the first locking bar 60 between parts close to the other ends 412 and 412 of both side plates 41 and 41 so as to form a second space 101 to pass the belt 30 therethrough.
