PROBLEM TO BE SOLVED: To remarkably reduce COD and total nitrogen in organic waste water by using 2 types of power sources and balancing the arrangement of electrodes or applying voltage. SOLUTION: In the treatment of the organic waste water in an electrode reaction zone where high voltage side potential of 10-100V and low voltage potential side of 1-99V are applied, the electric conductivity of the organic waste water is controlled to 100-35,000μS/cm and the difference of potential between the high voltage side and the low voltage side is controlled 1-10V. In the electrode reaction vessel, the distance between an anode and a cathode constituting each electrode pair is 50-60 mm and the distance between the electrode pair of the high voltage side and the electrode pair of the low voltage side is 50-600 mm.
