PROBLEM TO BE SOLVED: To achieve a manufacturing method for a worm wheel capable of sufficiently increasing a contact area of an engaging part of a worm and the worm wheel, and a worm speed reducer. SOLUTION: A worm for working diametrical dimensions of an addendum and a bottom of which are respectively slightly smaller than a worm 3 and constituted by electrodepositing a large number of abrasive grains on a surface of the worm 3 is used as a tool to work a tooth part 8b of the worm wheel 5b. Consequently, it is possible to solve the above problem with a clearance of the worm speed reducer constituted by engaging the worm wheel 5b and the worm 3 with each other as a positive value.
