PROBLEM TO BE SOLVED: To provide an emulsion damage determining technique capable of determining only the pixels which are affected by emulsion damages, at a high treatment speed. SOLUTION: A noticeable pixel is successively skipped from image data, which is constituted of a large number of pixels acquired from the image recorded on a photographic film, at a predetermined pixel interval to be designated and it is decided whether the noticeable pixel is an emulsion damage candidate pixel. An emulsion damage determining condition is formed, on the basis of the pixel value of the normal pixel positioned in the peripheral region of the pixel determined as being an emulsion damage candidate and the pixel position of the emulsion damage candidate pixel decided as being the emulsion damage candidate on the basis of the emulsion damage deciding condition is written in an emulsion damage map.
