<p><P>PROBLEM TO BE SOLVED: To provide a programming environment for automatically converting non-global program codes into global ones. <P>SOLUTION: A source file 101 comprises a plurality of files in which programming codes not compliant with globalization rules are described. A translation file separating process part 102 searches the source file 101 to extract non-global character strings so as to create a translation file 104. With the translation file 104 created, non-global character strings are separated, and an updated source file 103 that can be processed in a programming environment B and a corresponding file 105 that holds correlation with the updated source file 103 are created.
