<P>PROBLEM TO BE SOLVED: To provide a metal catalyst with improved catalytic efficiency and its manufacturing method, a method for manufacturing an electrode and a fuel cell using the metal catalyst. <P>SOLUTION: A manufacturing method is provided for the metal catalyst having a coating layer containing a conductive catalyst material and a proton conductive material formed on the surface of the conductive catalyst material comprising a first step mixing the conductive catalyst material, an ionomer and a first solvent, a second step forming a conductive catalyst-containing film by casting and drying the mixture obtained by the first step on a support and a third step separating the conductive catalyst-containing film from the support and crushing the separated conductive catalyst-containing film made.
