PROBLEM TO BE SOLVED: To provide a recording and reproducing apparatus and index image generator in which operation can be successively continued after elimination of abnormality even if the abnormality occurs in the case of creating an index image by fetching search image data recorded on a recording medium. SOLUTION: There are provided: a deck unit (4-1) for performing search and reproduction of image data recorded on a recording medium (1-1); a search image generation circuit (1-7) for fetching image data obtained there into a memory; an abnormality detection unit (4-11) for detecting abnormality in fetching when fetching the search image data; a microcomputer (4-10) for storing position information of a storage medium when the abnormality is detected by the abnormality detection unit; and index image generation units (4-3, 4-4) for generating an index image using the image data fetched by the search image generation circuit.
