PROBLEM TO BE SOLVED: To provide an O/W-type emulsion composition containing fine particles stably dispersed in the composition and having low viscosity and provide a cosmetic containing the composition. SOLUTION: The O/W-type emulsion composition for skin cosmetic comprises an amphiphilic polymer compound containing a segment (a) composed of a polymer unit (1) and a hydrophobic polymer unit (2) as constituent components and a segment (b) composed of a polymer unit (3) and bonded with the segment (a) in blocked or grafted state, and further comprises an oily component and water. The invention further provides a skin cosmetic containing the emulsion composition. In the formula, R<SP>1</SP>, R<SP>2</SP>, R<SP>3</SP>, R<SP>4</SP>and R<SP>5</SP>are each H or a 1-2C alkyl; R<SP>6</SP>is a 4-30C alkyl or alkenyl; R<SP>7</SP>is a 1-7C alkyl; X<SP>1</SP>and X<SP>2</SP>are each O or NH; Y<SP>1</SP>is a 1-8C alkylene; and n is 2 or 3.
