<p><P>PROBLEM TO BE SOLVED: To provide a manufacturing method for an artificial aggregate using coal ashes as a main raw material, by which method the artificial aggregate having such a low water absorption coefficient and such high strength properties as a natural aggregate has is economically manufactured. <P>SOLUTION: The coal ashes, which are a main raw material, and an adding-component controlling agent and/or a forming aid are together charged into a crusher, and subjected to mixing and crushing which are simultaneously operated.
