<p><P>PROBLEM TO BE SOLVED: To optimize weighting factors Kp, KB used to calculate quantized values in responding to a capacity of movement of a video data and to complexity of texture. <P>SOLUTION: Whenever an encoder 26 executes compression coding for one picture, a CG calculation circuit 262 calculates global complexity of TM5 of a MPEG system from a mean rate of a quantized value and data amount of a compression video data. A target amount data calculation circuit 264 updates each picture type weighting factors Kp and KB, by real difficulty data Dj of a newest each picture type. A quantized index formation circuit 266 computes a quantized index (quantized values) corresponding to a computed target amount of data Tj.
