<P>PROBLEM TO BE SOLVED: To provide a device for controlling a vehicle in disasters for starting/managing the vehicle in disasters, in which a third person can move the vehicle without a key to prevent the vehicle from hampering passage of an emergency vehicle or rescue effort in disasters, and prevent theft caused by making wrong use of that. <P>SOLUTION: The device for controlling a vehicle in disasters comprises: a receiving means for receiving disaster information including information on a disaster area from information distributing means which distributes the disaster information; a means for controlling an engine in disasters for starting the engine of the vehicle without using its ignition key if the vehicle is parked in the disaster area. When a registered correct password code is input, the device for controlling a vehicle in disasters starts the engine of the vehicle. After the vehicle whose engine has started can travel a predetermined distance, the engine is stopped to prevent the theft.
