APPARATUS, METHOD, AND PROGRAM FOR ISSUING CERTIFICATE

PROBLEM TO BE SOLVED: To simply and surely prevent a card from being left.

SOLUTION: A certificate issuing apparatus is constituted of: a card holding part 305 for holding a non-contact IC card on a prescribed position near a card reader for non-contact IC cards; a certificate preparing/issuing part 620 for acquiring read information of the non-contact IC card from the card reader and executing certificate preparing/issuing processing on the basis of the read information; a non-contact IC card detection part 607 for executing the reading operation of the non-contact IC card by the card reader a predetermined time after the end of certificate issuing processing and deciding whether the non-contact IC card is present in the prescribed position or not; and a warning output part 630 for outputting a warning informing that the non-contact IC card is left at an output interface when the non-contact IC card is present in the prescribed position as the result of decision.
