DEVICE AND METHOD FOR PROCESSING IMAGE SIGNAL, PROGRAM, AND CAMCORDER

PROBLEM TO BE SOLVED: To guarantee a minimum recording time by suppressing deterioration of image quality when encoding a moving image with a VBR.

SOLUTION: The relation between a rate control buffer occupancy amount Buf(n) and a gain G_Buf(n) is that the G_Buf(n) becomes a maximum value when the Buf(n) is a minimum valu of 0, and the G_Buf(n) becomes a minimum value of 0 when the Buf(n) is a maximum value. The relation between an intra prediction residual BD_Intra(n) and a gain G_Intra(n) is that the G_Intra(n) becomes a maximum value when the BD_Intra(n) is a minimum value of 0, and the G_Intra(n) becomes a minimum value of 0 when the BD_Intra(n) is a maximum value. A gain G(n) is the product of the G_Buf(n) and the G_Intra(n) and means one point on a three-dimensional curved face as shown in Figure. The product of the gain G(n) and the predicted code amount Pred(n) is made as a target code amount Target(n) of n-th image data to be encoded. This processing can be applied to a digital camcorder.
