<p><P>PROBLEM TO BE SOLVED: To provide fair connection chances to even a radio terminal station having only a distributed control system. <P>SOLUTION: Sort information expressing the priority of respective radio transmission lines, connection system information expressing whether an access system is a non-competition access system or a competition access system, and band information expressing a communication band required for each radio transmission line, are received from a radio station. The priority of respective radio transmission lines is judged, and, when the number of radio transmission lines having low priority levels in the sort information out of radio transmission lines of the radio station connected to a radio control station becomes a threshold or less, radio transmission lines which are connected by the non-competition access system but can be connected by the competition access system are changed to connection based on the competition access system. Or when the number of radio transmission lines having low priority levels in the sort information out of the radio transmission lines of the radio station connected to the radio control station becomes a second threshold and more, radio transmission lines which are connected by the competition access system but can be connected by the non-competition access system are changed to connection based on the non-competition access system. <P>COPYRIGHT: (C)2006,JPO&NCIPI</p> |
