PROBLEM TO BE SOLVED: To perform MIMO (multi-input multi-output) relay transmission without adding a new function to a relay device so as to allow a receiver to decode even if a transmitter and the receiver are in an open environment. SOLUTION: The system is provided with the transmitter having a means for dividing an information signal into a plurality of transmission systems, and a means for individually transmitting the divided information signal as a radio signal of the same frequency from a plurality of antennas; a plurality of relay devices each having a means for relaying the radio signal transmitted from the transmitter to re-transmit the relayed signal; and the receiver having a means for causing a plurality of antennas to receive radio signals transmitted from the plurality of relay devices, performing propagation estimation for each antenna from the reception signal of each antenna, and dividing the signals into signals corresponding to a plurality of transmission systems, a means for decoding each of the divided signals, and a means for compositing each of decoded signals to output a signal corresponding to an information signal.
