PROBLEM TO BE SOLVED: To reduce processing time and improve efficiency of a system in generating transmission data according to a prescribed communication protocol. SOLUTION: The integrated circuit device includes: a data management table for storing information in the physical address storage area of physical addresses of a storage area of protocol data generated in a lower-order layer and data generated in a higher-order layer in the unit of data generated in the higher-order layer in cross-reference with data identification information; a segment address generating circuit for generating a segment address used to read the physical address of at least one of the data required for the transmission data and protocol data from the management table in cross-reference with the data identification information; an address conversion circuit to output the physical address corresponding to the segment address referring to the management table; and a transmission data generating circuit for reading data and protocol information on the basis of the physical address and generating transmission data by writing the read data to a data buffer according to the format of the transmission data.
