PROBLEM TO BE SOLVED: To carry out a flair correction highly precisely at the sampling clock frequency of an interlace signal even when a video image is changed by row. SOLUTION: A field delay circuit 11 arranges phases of two field signals. An average calculation circuit 12 generates an average signal of the two field signals. The average signal is regarded as a signal resulting from applying linear low pass filter processing in the row direction to a progressive signal to interleave the signal in a way of halving the number of data, wherein the low pass filter processing adopts that the number of taps is two and each filter coefficient is 0.5. A two-dimensional LPF circuit 14 applies low pass filter processing to the average signal to eliminate high frequency components (edge components). A subtractor circuit 16 subtracts the average signal subjected to the LPF processing from each field signal to extract the edge components of each field signal. An amplifier circuit 17 multiplies a prescribed multiple number with the edge components of each field signal. An adder circuit 18 summates the multiplied signal to each field signal.
