PROBLEM TO BE SOLVED: To provide a safety information providing system capable of providing the third party outside a damaged area with precise safety information quickly by linking existing infrastructure, such as a safety information system and disaster message dial system, of local municipal governments. SOLUTION: The safety information registration system 100 generates an external safety telegram on the basis of a safety system attribute telegram and personal safety information received from the safety information system 102 and transmits the external safety telegram to a message accumulating apparatus 117 shown in disaster message dial control information. The message accumulating apparatus 117 constituting a disaster message dial system 101 stores the external safety information based on the external safety telegram received from the safety information registration system 100 separately from message information of existing disaster message services, makes it sound in accordance with a request from a telephone terminal 130, and provides safety information.
