PROBLEM TO BE SOLVED: To provide a information display panel having the positioning of a partition wall and a mask for filling a display medium facilitated and will not deviate and no extrusion of an adhesive will take place at jointing substrates, and which is inexpensive and has superior display quality, a mask for filling the display medium and a method for manufacturing information display panel. SOLUTION: The information display panel displays information, by forming a plurality of cells partitioned with the partition walls between two sheets of substrates of which at least one is transparent and which are placed facing each other; sealing at least one or more kinds of display medium, having optical reflectance and an electrostatic properties in the cells; and transferring the display medium by applying an electric field thereto, wherein a recess portion 11 is arranged on, at least one top portion of the partition wall 4 which is mounted on at least one substrate between the two sheets of substrates for forming a cell for sealing the display medium therein.
