PROBLEM TO BE SOLVED: To facilitate electrical control of an image forming apparatus or control of a transporting mechanism in an image forming apparatus when a conductive roll is mounted on the image forming apparatus by reducing the variation in electric property and frictional property in an initial state. SOLUTION: The conductive roll is provided with a conductive elastic layer on an outer periphery surface of a metal core. An oxidized film is formed on a top surface of the conductive elastic layer and when the initial roll resistance value is R0 [Ω] when applied voltage is 1,000 V, the roll resistance value after 100 hours of continuous application is R100 [Ω]; (logR100-logR0)≤0.3, when the initial frictional coefficient isμ0, the frictional coefficient after 100 hours of continuous application with applied voltage of 1,000 V isμ100; 0.8<μ100/μ0<1.0.
