PROBLEM TO BE SOLVED: To precisely and uniformly dress a grinding wheel for a surface grinding machine with a small type cylindrical rotary dresser in a short period of time. SOLUTION: In the grinding wheel forming device 40 for the surface grinding machine 1, the cylindrical rotary dresser 41 is mounted on the one end of a reciprocatingly movable worktable 4 in the right and left direction so that a dresser rotating shaft 42 is mounted in the fore-and-aft direction and parallel to the surface of the worktable. A grinding wheel head 10 disposed on the upper position of the worktable is movably provided in the fore-and-aft direction and vertical direction relative to the worktable, and the grinding wheel 3 is provided on the grinding wheel head around the axis of the grinding wheel spindle 11 in the fore-and-aft direction. The outer peripheral surface of the cylindrical rotary dresser 41 is relatively dressed by copying the use surface of the grinding wheel head 3 by combining the right and left reciprocating movement of the cylindrical rotary dresser 41, and the fore-and-aft movement and the vertical movement of the grinding wheel 3.
